Authorization of Expenditure before Budget Passage This amendment seeks to reduce spending of money from the consolidated revenue fund of the Federation pending the passage of the budget from 6 to 3 months. One reason why the budget is usually presented late, is because of the current half year period of grace which the president and governors enjoy.
