The required age for citizens to stand in the presidential election will be reduced from the current 40 to 35 years. Similarly, the current 30 years condition to contest as members of the National Assembly and State Houses of Assemblies will be reduced to 25 years. Funds due to them in the consolidated revenue fund will be paid directly to them. As of today, the State Houses of Assemblies (SHoAs) depend on the magnanimity of the executive to access basic funds necessary for carrying out their legislative duties in addition to their emoluments. Click here to see background and the status as at 10th October, 2017 Distributable Pool Account Bill This amendment seeks to annul the State Joint Account Allocation Committee (JAAC) and empower each Local Government Council (LGC) to maintain its own special account through which their funds will be paid directly from the federation account. It went further to make provisions for savings in the federation account before distributions to the other levels of Government. The bill also empowered the State Houses of Assemblies (SHoA) to through a law create an account through which prescribed amounts/ monies from each LGC and State Government will be deducted from the federation account and paid into for paying teachers’ salaries and other related purposes. Constitutional Amendment Background #ReviewConstitution The National Assemblies (NASS) in December constituted the Ad-Hoc Committees on Constitution Review to initiate the process of amending relevant sections of the 1999 Constitution of the Federal Republic of Nigeria (as amended) based on the wishes and aspirations of various stakeholders and their representatives. After due consultations, the NASS Committees decided to limit their focus to the issues contained in the 4th alteration that was passed by the NASS and the State Houses of Assembly (SHoAs) but not assented by President Good luck Jonathan over some items he had reservations with. He questioned the process adopted by the NASS which he felt did not meet the requirement of section 9 (2) of the Constitution.
